Mayor Whitmire Appoints Veteran Leader as New Economic Development Officer

Mayor John Whitmire has appointed Gwendolyn Tillotson-Bell as the City of Houston's Chief Economic Development Officer. Tillotson-Bell, who has been working as the Deputy Director of the Mayor's Office of Economic Development for the past 17 years, will take over from Andy Icken, who recently retired.

In her new role, Tillotson-Bell will be responsible for overseeing the administration and relationship management of various economic development initiatives in Houston, including Tax Increment Investment Zones (TIRZs), Industrial Development Agreements, Management Districts, and Special Districts.

Describing Tillotson-Bell as a "sought-after leader in economic development who is both visionary and collaborative," Mayor Whitmire expressed confidence in her ability to lead the city through its next phase of development. He emphasized her experience and knowledge, stating that she will guide Houston in developing and implementing policies to strengthen competitiveness and attract investments across key industry sectors.

Tillotson-Bell's track record includes involvement in various development projects across Houston, such as the East River, Energy Corridor, Meow Wolf, and the recently opened West on West. She is also engaged in community initiatives like the City Park Workforce Housing Development, the East End Maker Hub, and the ION Community Benefits.

Speaking about the appointment, Mayor Whitmire said, "Her experience and knowledge will guide the City of Houston through its next phase of developing and implementing policies to strengthen our competitiveness in attracting investments across key industry sectors, thereby fueling Houston's global economy."

Tillotson-Bell, who holds a bachelor's degree in accounting, an MBA, and is a Certified Public Manager, is involved in various advisory roles, including serving as a ULI Advisory board member, ULI Chair of Mission Advancement, Secretary for SER Jobs for Progress, Chair of the SER Program Committee, Bisnow's Diversity Board, and an Advisory Board Member for the Houston Land Bank.
